Establishes automatic voter registration in Arkansas through the Office of Driver Services, which shall electronically transmit driver license applicant information to the Secretary of State for voter registration purposes.

Requires the Office of Driver Services to collect and provide to the Secretary of State personal information including name, date of birth, address, phone number, email, and political party preference for all persons obtaining or renewing driver licenses or identification cards.

Automatically registers eligible persons to vote unless they affirmatively decline registration, do not attest to meeting voter eligibility requirements, or are determined ineligible by the county clerk.

Restricts use of driver services data to outreach and education purposes only, with materials to be provided in languages other than English, and prohibits selling or transferring information to third parties except as permitted by law.

Amends voter registration procedures to require the State Registrar of Vital Records to immediately notify the Secretary of State of resident deaths, enabling prompt cancellation of deceased voters' registrations by county clerks.
