School districts shall allow teachers and classified employees to request salary deductions for professional organization membership dues through written request.

School districts are prohibited from using public funds to pay membership dues in any teacher or employee educational professional organization, except for voluntary salary deductions authorized by the employee.

Deductions may be taken as a lump sum or spread over the school year, and the board must transmit deducted amounts to the designated organizations.

All deduction requests must bear the manual signature of the teacher or classified employee and be filed with the employee's contract, subject to audit by the Division of Arkansas Legislative Audit.

Defines "classified employee" as a person employed under written annual contract without a required teaching license and "teacher" as any person holding a state teaching license employed in a teaching, instructional, supervisory, administrative, or educational capacity.
