Restricts Supplemental Nutrition Assistance Program (SNAP) benefits to purchases of "food" and "food products," excluding candy, soft drinks, alcoholic beverages, tobacco, energy drinks, and dietary supplements.

Requires the Department of Human Services to request a federal waiver from the U.S. Department of Agriculture to implement restrictions on non-food items purchased with SNAP benefits.

Requires SNAP recipients to show identification before using electronic benefit transfer cards and allows recipients to authorize up to three other household members to use their card by signing a paper form.

Requires vendors to request identification from individuals using SNAP benefits, with acceptable forms including driver's licenses, birth certificates, work/school IDs, voter registration cards, and paycheck stubs.

States legislative intent that SNAP align with health and welfare initiatives to address obesity and improve nutritional value of foods consumed by low-income Arkansans.
