AR HB1040

Amends the definition of "athletic training" to exclude administration of treatments to the spine, including cervical, thoracic, and lumbar treatments.

Prohibits athletic trainers from providing rehabilitation or treatment of athletic injuries or illnesses in nonclinical settings while an athlete is in an acute stage (0-4 weeks post-surgery) or sub-acute stage (4-10 weeks post-surgery).

Defines "nonclinical setting" as a facility unable to bill Medicare for services provided.

Authorizes the Arkansas State Board of Athletic Training to sanction violations through penalties including suspension or revocation of the athletic trainer's professional license.
