Establishes licensure procedures for marijuana transporters, distributors, and processors under the Arkansas Medical Marijuana Amendment, administered by the Alcoholic Beverage Control Division.

Allows dispensaries and cultivation facilities to contract with transporters, distributors, and processors to the extent of their respective licenses.

Requires transporter, distributor, and processor owners and officers to not have excluded felony convictions, not have previously owned a revoked medical marijuana license, and be at least 21 years old.

Sets transporter and distributor license terms to acquire, possess, deliver, and transport marijuana between facilities, while processors may manufacture and process marijuana for supply to dispensaries or cultivation facilities; neither group may grow or dispense marijuana.

Requires transporters, distributors, and processors to be Arkansas-incorporated entities with security measures, initial and biannual inventory procedures, transaction record-keeping for 3 years, and establishes registry identification cards for their agents lasting 1 year.
