Extends the statute of limitations for most military offenses from 3 years to 5 years before receipt of sworn charges and specifications by an officer exercising court-martial jurisdiction.

Maintains unlimited statute of limitations for desertion or absence without leave in time of war, aiding the enemy, and mutiny.

Retains a 2-year statute of limitations for nonjudicial punishment of military offenses.

Excludes periods when the accused was absent from state territory, in civil custody, or in enemy hands from the limitation period calculations.
