Appropriates $41,159,247 from the State Central Services Fund for Arkansas Legislative Audit of the Legislative Joint Auditing Committee for fiscal year 2017-2018, including $28,109,627 for regular salaries and $7,832,220 for personal services matching.

Authorizes a maximum of 292 regular employees across 16 position classifications, ranging from Legislative Auditor (Grade SE05) to Senior Network Services Specialist (Grade IT06).

Authorizes the Legislative Auditor to direct transfers between line items within the Operations appropriation, provided the Regular Salaries line item cannot be increased or decreased without Legislative Council or Joint Budget Committee review.

Allows Arkansas Legislative Audit to employ outside legal counsel with prior approval from the executive committee of the Legislative Joint Auditing Committee, with no additional approval needed once the executive committee approves.

Permits salary payments exceeding maximum authorized levels by up to 20% for no more than one-third of authorized positions, subject to approval from the Arkansas Legislative Council or Joint Budget Committee.
