Establishes maximum of 60 regular employees for the Arkansas Development Finance Authority for fiscal year 2017-2018, including 1 Executive Director at $144,619 annually and positions ranging from Deputy Directors to Administrative Specialists at various grade levels.

Authorizes up to 5 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $30,199,377 from cash funds for personal services ($3,520,426 in regular salaries), operating expenses, data processing services, and grants including $6.6 million in housing rental assistance and $16.3 million for the HUD Home Program.

Appropriates $15,475 for the Arkansas Housing Trust Fund Advisory Committee for fiscal year 2017-2018.

Requires HUD Home Program disbursements to comply with the State of Arkansas Consolidated Plan and U.S. Department of Housing and Urban Development regulations, effective July 1, 2017 through June 30, 2018.
