Establishes 4 maximum regular employees for the Professional Bail Bondsman Licensing Board for fiscal year 2017-2018: Executive Director (Grade C124), Investigator (Grade C113), Administrative Specialist III (Grade C112), and Fiscal Support Specialist (Grade C112)

Appropriates $373,383 from the Bail Bondsman Board Fund for personal services and operating expenses, including $173,921 in regular salaries, $58,076 in personal services matching, $103,386 in operational expenses, $3,000 for conferences and travel, and $35,000 in professional fees

Appropriates $500,000 from State Treasury cash funds for processing security deposits and paying outstanding judgments of bail bond companies that go out of business

Appropriates $3,500,000 from the Bail Bond Recovery Fund for recovery of forfeited professional bail bonds

Requires the board to deposit sufficient fees and penalties into the Bail Bondsman Board Fund and transfer 75% of any excess funds above the following year's operating expenses to the General Revenue Fund
