Amends Arkansas Code § 5-73-320 to modify concealed handgun license requirements for current and former U.S. Armed Forces members, including National Guard and reserve component personnel.

Eliminates the requirement for a live-fire qualification issued by the U.S. Armed Forces and replaces it with a department-designated form showing the applicant met military handgun qualification requirements within one year of application.

Removes the requirement for a commanding officer's letter stating the applicant is of good character and sound judgment.

Maintains existing requirements including submission of a completed application, fingerprints form, training instructor certificate, current military ID copy (if applicable), and applicable fees.

Requires an electronic passport-style photo only if the applicant does not hold an Arkansas driver's license or identification card.
