Establishes maximum of 52 regular employees for the Arkansas State Library with salaries ranging from $110,812 for the State Library Director to Grade C105 classifications, plus 7 temporary/part-time employees authorized.

Appropriates $3,514,711 from the State Library Fund Account for State Operations, including $1,594,756 for regular salaries, $558,543 for personal services matching, $1,128,409 for operating expenses, and $220,243 for books and subscriptions.

Appropriates $3,133,349 from federal funds for Federal Operations, including $379,313 for regular salaries, $2,438,239 for operating expenses, $42,161 for conferences and travel, and $75,000 for capital outlay, plus 5 temporary/part-time employees authorized.

Appropriates $5,700,000 from the State Library Public School Fund Account to provide aid to public libraries.

Authorizes carry-forward of unexpended balances for books and subscriptions and allows transfer of operating expense funds to promotional items with prior Legislative Council or Joint Budget Committee approval; effective July 1, 2017 through June 30, 2018.
