Establishes 14 maximum regular employees for the Office of Health Information Technology for fiscal year 2017-2018, including one Health Information Tech Director at $130,209 annual salary and various technical and administrative positions at specified grade levels.

Appropriates $3,728,475 from the Health Information Technology Fund for personal services ($949,154), personal services matching ($300,624), and state health information exchange operations ($2,478,697).

Appropriates $1,000,000 from the Miscellaneous Agencies Fund Account for personal services and operating expenses of the State Health Alliance for Records Exchange (SHARE) and the Office of Health Information Technology.

Appropriates $3,605,255 in federal funds for operating expenses ($1,100,890), conferences and travel ($17,850), and professional fees ($2,486,515) for the SHARE Implementation Advance Planning Document Health Information Exchange program.

Declares an emergency effective July 1, 2017, finding that these appropriations are essential to agency operations and must take effect on that date to prevent irreparable harm to governmental programs.
