Establishes maximum of 524 regular employees for Southern Arkansas University for fiscal year 2017-2018, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 1,900 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $23,720,931 from the Southern Arkansas University Fund for regular salaries ($20,940,000), personal services matching ($2,400,000), maintenance and general operations ($125,772), and funded depreciation ($255,159).

Appropriates $54,050,000 from cash funds for regular salaries, extra help, personal services matching, maintenance and operations, capital improvements ($10,000,000), debt service ($4,100,000), and fund transfers.

Authorizes the Board of Trustees to reimburse faculty tuition and education expenses for critical shortage areas and permits special allowances up to $10,000 per fiscal year for coaches coaching multiple sports, with annual reporting required.
