Establishes maximum of 75 regular full-time employees for Northwest Technical Institute for fiscal year 2017-2018, with positions ranging from Technical Institute Director (Grade N902) to Maintenance Assistant (Grade C108).

Authorizes up to 135 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $5,754,161 from state funds, $270,096 from federal funds, and $3,391,937 from cash funds for total appropriation of $9,416,194 for personal services and operating expenses.

Permits instructional staff and ten extra help positions to receive up to $50-$75 per clock hour for noncredit teaching or $550 per semester hour for courses beyond defined teaching load, limited to 150 clock hours or 9 semester credit hours per school year, funded only by Private Industry.

Restricts "Extra Help" employees to 85% of maximum annual salary for comparable positions and limits employment to 1,400 hours maximum per fiscal year; effective July 1, 2017 through June 30, 2018.
