Expands Gold Star Family special license plate eligibility from spouses and parents only to include all family members (spouse, parent, sibling, or child) of deceased service members.

Redefines "deceased service member" to include members of the United States Armed Forces who died while serving in areas of conflict recognized by the Department of Defense or locations entitling them to hardship duty pay, hostile fire pay, or imminent danger pay.

Allows applicants to establish eligibility through either a Gold Star Lapel Button issued by the Department of Defense under 10 U.S.C. § 1126, or a final Leave and Earnings Statement showing the deceased service member was entitled to hardship duty, hostile fire, or imminent danger pay.

Continues the requirement that the Gold Star Family special license plate includes a large gold star on the left side and a "Gold Star Family" decal at the bottom, with no cost for issuance or renewal.

Maintains that the special license plate is non-transferable and registration may continue year to year with annual renewal.
