County clerks must mail postcards to registered voters notifying them of special elections between 15 and 30 days before the election date.

Notice requirements do not apply to elections to fill vacancies, elections initiated by elector petition signatures, statewide elections, or elections held simultaneously with statewide primary or general elections.

County clerks must post on their official website the full ballot text, polling locations, voting hours, candidate information, sample ballots, voting instructions, and information on voting rights and fraud prohibitions.

All costs for preparing and mailing special election notices shall be paid by the entity sponsoring the special election.

Amends Arkansas Code § 7-11-303 to require special election notices be published and posted under existing statutes plus the new notice requirements.
