Amends the definition of "specialist sign electrician" under Arkansas Code § 17-28-101(11) to add an optional endorsement for maintaining and repairing parking lot lights.

Specialist sign electricians may obtain a parking lot light endorsement by passing a separate examination approved by the Board of Electrical Examiners of the State of Arkansas.

Limits parking lot light maintenance and repair work to ground-level operations up to lighting fixtures, excluding underground work or work to electrical panels inside or outside buildings.

Adds subsection (f) to Arkansas Code § 17-28-301 to formalize the endorsement process for specialist sign electricians seeking authorization to maintain and repair parking lot lights.

Expands the scope of services for existing specialist sign electrician licenses through an optional endorsement rather than creating an entirely new license classification.
