Appropriates $25,899,450 for Trauma System operations from the Public Health Fund and $1,950,000 for Health Building and Local Health Grant Trust Fund

Appropriates $75,813,059 for WIC Food Instruments, $325,000 for Nuclear Planning Grants, $26,901 for Rural Health Facilities Grants, and $60,000 for Emergency Medical Services

Authorizes Nursing/Direct Care Education Stipend Program at $7,500 per person per year and permits up to $3,700,000 in carry-forward funds for emergency management systems and long-acting reversible contraceptives; restricts use of funds for health insurance marketplace and Arkansas Works enrollment promotion
