Expands the definition of "electronic device" in harassing communications laws to explicitly include computers, cell phones, tablets, smartphones, and any device that connects to the Internet or transmits communication.

Adds "message delivered to an electronic device" to the list of communication methods that can constitute harassing communications.

Extends prosecution jurisdiction to allow cases to be prosecuted in the county where the defendant was located when using the device or where the receiving device was located.

Clarifies that knowingly permitting any telephone or electronic device under a person's control to be used for prohibited harassing purposes is itself an offense.

Maintains harassing communications as a Class A misdemeanor and requires judicial officers to enter no contact orders upon pretrial release consistent with Arkansas Rules of Criminal Procedure.
