Adds definition of "family or household member" to sexual offense statutes, referencing the definition in Arkansas Code § 5-26-302.

Increases minimum sentence for rape from 25 years to 20 years when victim is a family or household member, or maintains 25 years if victim is under 14 years old.

Elevates sexual indecency with a child to Class C felony (from Class D) when victim is a family or household member.

Elevates exposing another person to HIV to Class Y felony (from Class A) when victim is a family or household member.

Increases felony classifications for sexual assault in the first, second, third, and fourth degrees when victim is a family or household member (e.g., sexual assault in first degree becomes Class Y felony instead of Class A felony).
