Reduces the gestational age threshold for "stillbirth" definition from 20 weeks to 12 completed weeks of pregnancy.

Lowers the fetal weight reporting requirement for fetal deaths from 350 grams or more to apply at 12 weeks gestation or more (previously 20 weeks).

Requires reporting of spontaneous fetal deaths at less than 12 weeks gestation and under 350 grams to be reported as prescribed in subsection (b), expanding reporting requirements.

Maintains that induced terminations of pregnancy must be reported regardless of gestational length, but specifies reports are statistical only and shall not be incorporated into permanent vital statistics records.

Ensures reports on pregnancy terminations exclude the name and personal identification of the individual, protecting privacy in statistical reporting.
