Amends Arkansas Code § 24-4-804(c) to create an exception allowing certain retired employees of the Arkansas Forestry Commission, Arkansas Livestock and Poultry Commission, and State Plant Board to be rehired as essential seasonal staff after satisfying separation requirements.

Defines "essential seasonal staff member" as an employee with specialized knowledge, skill, or training needed for emergency response, disaster cleanup, extreme weather, or other pressing circumstances as determined by their agency.

Permits essential seasonal staff to work on a part-time basis either during emergency or disaster situations or as instructors training other staff for such circumstances.

Allows former deferred retirement option plan participants to bypass the general prohibition on reemployment in covered positions under § 24-4-520, provided they meet the specific conditions for essential seasonal work.
