Establishes 45 regular employee positions for the Commissioner of State Lands with maximum annual salaries ranging from $42,117 to $125,986 for fiscal year 2017-2018, including chief deputy, IT director, general counsel, and various administrative roles.

Authorizes up to 5 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $3,760,814 from the State Central Services Fund for personal services and operating expenses, including $2,798,010 for regular salaries, $846,804 for personal services matching, and $76,000 for maintenance and general operations.

Appropriates $36,334,056 from cash funds for delinquent tax operations, including $1,209,056 for operating expenses, $1,750,000 for professional fees, and $33,000,000 for tax delinquent land sale refunds and remittals.

Appropriates additional funds for capital outlay/operating expenses ($267,800), Adopt a Document Program ($250,000), and submerged lands projects ($250,000), all from cash funds collected by the agency.
