Establishes a maximum of 10 regular employees for the Arkansas Governor's Mansion Commission for fiscal year 2017-2018, including positions ranging from Mansion Administrator (Grade GS14) to Housekeeper Supervisor (Grade GS03)

Authorizes up to 4 temporary or part-time "Extra Help" employees when needed at rates not to exceed those in the Uniform Classification and Compensation Act

Appropriates $1,328,434 from the State Central Services Fund for personal services and operating expenses, including $573,122 for regular salaries, $181,482 for personal services matching, and $201,830 for operating expenses

Appropriates an additional $500,000 from the Governor's Mansion Cash Fund for Grand Hall, Mansion, and grounds expenses

Requires the Chief Fiscal Officer to transfer excess funds from the Governor's Mansion Cash Fund (over $300,000) into the State Central Services Fund annually, effective July 1, 2017 through June 30, 2018
