Amends Arkansas Code § 14-45-103 to establish procedures for filling vacancies in incorporated town offices

When a vacancy occurs in the alderman office, the town council shall elect a replacement by majority vote at the first regular meeting after the vacancy

When a vacancy occurs in the recorder-treasurer office, the town council shall elect a replacement by majority vote at the first regular meeting after the vacancy

When a vacancy occurs in the mayor office, the town council may either elect a mayor by majority vote of aldermen to serve the unexpired term, or call for a special election under § 7-11-101 et seq. to fill the vacancy
