Amends Arkansas Code § 14-47-138(a) to clarify that competitive bids for city manager form governments may be accepted in written form or by electronic media.

Amends Arkansas Code § 14-58-303(b)(2) to establish that cities of the first class, cities of the second class, and incorporated towns may accept competitive bids in written form or by electronic media.

Applies to purchases or contracts for supplies, materials, equipment, services, or municipal improvements exceeding the maximum amount established by the board of directors.

Requires that contracts be approved by the city manager and board before consummation.
