Establishes maximum of 161 regular employees for the Secretary of State with annual salary rates ranging from $31,900 (Receptionist I) to $125,986 (Chief Deputy)

Appropriates $19,588,231 from the State Central Services Fund for personal services, operating expenses, election expenses ($2,738,029), capitol grounds improvements ($301,264), and special maintenance ($500,048)

Authorizes 45 part-time or temporary "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act

Appropriates additional funds from various sources including $34,500,000 for county voting system grants, $750,000 for online campaign finance reporting system, and $415,000 for Help America Vote Act state match

Allows Secretary of State to make discretionary additional salary payments ($300-$1,200 annually) to Capitol Police employees with law enforcement certifications above basic level, subject to available revenues
