Establishes the Arkansas Surgical Technologists Act under Arkansas Code Title 17, Chapter 95, Subchapter 10 to create a registration system for surgical technologists under the Arkansas State Medical Board.

Defines a surgical technologist as an individual performing surgical technology skills under the direction and supervision of a licensed practitioner, including tasks such as preparing operating rooms, maintaining sterile fields, passing instruments, sponging operative sites, preparing sutures, and performing supply counts.

Requires applicants to register with the Arkansas State Medical Board by meeting one of three criteria: holding current certification from the National Board of Surgical Technology and Surgical Assisting, completing a surgical technologist training program while serving in the United States Armed Forces, or having been employed as a surgical technologist within six months before July 1, 2017, with registration by July 1, 2018.

Prohibits use of the title "registered surgical technologist" unless the person is registered with the Arkansas State Medical Board.

Authorizes the Arkansas State Medical Board to adopt and promulgate rules to implement the act.
