Establishes 17 maximum regular employees for Arkansas House of Representatives staff for fiscal year 2017-2018, including positions such as Chief of Staff (Grade SE03), Parliamentarian (Grade SE02), and House Administrator (Grade SE01)

Appropriates $2,617,230 from the State Central Services Fund for House staff personal services and operating expenses, including $1,361,111 for regular salaries, $381,119 for personal service matching, and $700,000 for maintenance and general operations

Authorizes up to 7 temporary or part-time employees ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act, funded at $100,000

Appropriates $1,671,685 for Member Services (12 employees) and $2,031,589 for Supplemental Staffing (19 employees), plus $500,000 for information technology automation expenses

Appropriates $200,000 from Constitutional Officers Fund for member per diem and mileage for the Institute of Legislative Procedure and House Legislative Orientation, and $100,000 for House Select Committee expenses
