Establishes maximum of 998 regular employees for University of Arkansas - Pulaski Technical College for fiscal year 2017-2018, including administrative, classified, and academic positions with specified salary rates

Appropriates $17,411,209 from state operations fund for regular salaries

Appropriates $298,160,000 from cash funds for personal services and operating expenses, including $18,800,000 regular salaries, $3,500,000 extra help, $25,000,000 personal services matching, $150,000,000 operational expenses, $75,000,000 capital improvements, and $10,000,000 debt service

Authorizes 400 temporary or part-time employees ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act

Amends Arkansas Code to establish 80 new position authorization for the biennium, limit motor vehicle fleet to 25 passenger vehicles, create the University of Arkansas - Pulaski Technical College Fund, and authorize agency procurement official; effective July 1, 2017
