Appropriates $3,422,090 from state operations funds and $10,195,000 from cash funds to the University of Arkansas Community College at Rich Mountain for fiscal year 2017-2018, totaling $13,617,090.

Establishes maximum of 133 regular employees including administrative positions (President at $161,444, Chief Academic Officer at $129,580, Chief Fiscal Officer at $121,513) and authorizes up to 80 temporary or part-time employees.

Appropriates funds for regular salaries ($2,400,000 state/$3,250,000 cash), personal services matching, maintenance and general operations, capital improvements ($300,000), and debt service ($380,000).

Amends Arkansas Code sections 6-5-302, 6-62-314, 6-63-305(b), 19-4-906(a), 19-5-303(r), and 19-11-220(a) to establish the University of Arkansas Community College at Rich Mountain Fund and grant procurement authority and construction project exemptions to the institution.

Makes act effective July 1, 2017 with emergency clause due to constitutional prohibition on appropriations exceeding one-year periods.
