Establishes 14 maximum regular employees for the Department of Finance and Administration - Division of Racing for fiscal year 2017-2018, including positions such as dog racing veterinarian, racing commission manager, horse racing supervisor, and dog racing supervisors.

Authorizes up to 31 part-time or temporary "Extra Help" employees for the division, with pay rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $1,507,509 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $635,716 for regular salaries, $310,000 for extra help, and $257,946 for personal services matching.

Appropriates an additional $312,111 from cash funds deposited in the State Treasury for operating expenses, including $65,000 for extra help and $231,000 for operating expenses.

Declares an emergency clause making the act effective July 1, 2017, and requires compliance with state procurement, accounting, budgetary, and salary restriction laws in fund disbursement.
