Creates exemption from dental practice licensing requirements for nonclinical services including owning/leasing dental practice assets, employing non-dentist personnel, and providing administrative or financial services that do not involve clinical dentistry.

Adds restrictions prohibiting unlicensed persons from engaging in clinical dentistry or interfering with the professional judgment and clinical decision-making of licensed dentists.

Establishes new exemptions allowing out-of-state dentists to practice for employment interviews (up to 4 consecutive days per calendar year) and charitable purposes (up to 4 consecutive days per calendar year with temporary license), subject to board notification and malpractice insurance requirements.

Modifies specialist licensing requirements to allow dentists with specialty licenses to practice general dentistry without restriction, provided they practice their specialty at least 50% of the time during a calendar year, eliminating the previous requirement to limit practice to only the specialty area except in emergencies.

Updates language throughout the dental practice act for clarity and modernization, including changes to references to the American Dental Association's Council on Dental Education and Licensure.
