Amends Arkansas Code Title 17, Chapter 82 to create a temporary charitable dental license allowing out-of-state dentists to practice up to 4 consecutive days per calendar year without compensation in Arkansas.

Requires applicants to submit application fees, practice dates and locations, a supervising Arkansas-licensed dentist name, out-of-state dental license copy, good standing letter from home state licensing entity, malpractice insurance copy, and authorization for criminal background checks.

Defines "good standing" as an active license without complaints, investigations, or actions against the dentist.

Allows the Arkansas State Board of Dental Examiners to renew temporary charitable dental licenses annually upon submission of renewal forms, fees, and required information.

Declares an emergency effective immediately upon Governor approval to address dental care access gaps in Arkansas due to lack of financial resources, transportation, or local providers.
