Renames the "State Environmental Laboratory Certification Program Act" to the "State Environmental Laboratory Accreditation Program Act" throughout the statute to modernize terminology

Adds new definitions including "analyte" (characteristics determined by testing), "matrix" (sample components other than the analyte), and "method" (procedures and techniques for performing activities)

Changes language from "parameters" to "analytes, methods, and matrices" to align terminology with accreditation procedures and ensure these elements are separately evaluated according to accreditation standards

Updates provisions requiring consulting laboratories to obtain accreditation for analytes, methods, and matrices not covered by the Environmental Laboratory Accreditation Program through department evaluation

Modifies fee authority language to permit the Arkansas Department of Environmental Quality and Pollution Control and Ecology Commission to assess and collect reasonable fees for administrative costs of the accreditation program
