AR HB1265

Establishes a new license to carry handguns either concealed or unconcealed throughout Arkansas, replacing the previous concealed-only licensing system under § 5-73-301 et seq.

Adds definition of "unconcealed" as carrying a handgun openly and updates licensing language throughout Arkansas Code to authorize both concealed and unconcealed carry for licensees.

Allows retail liquor store employees with valid handgun licenses to carry handguns on permitted premises if permitted under state law, and exempts certain locations like parking lots from handgun prohibitions for licensed carriers.

Updates prohibited places restrictions to specify that handgun prohibitions apply only to concealed carry in most locations, while allowing licensed carriers to possess handguns in vehicles or locked vehicles in parking lots of schools, courthouses, and other government facilities.

Converts all existing concealed handgun licenses to concealed or unconcealed licenses effective upon the act's implementation date, with no action required by current licensees.
