Establishes maximum of 1,770 regular employees for the Department of Human Services - Division of County Operations for fiscal year 2017-2018, with positions ranging from General Physician (4 positions) to Administrative Specialist I (3 positions).

Authorizes up to 37 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $119,406,612 for operations including $57,408,679 in regular salaries, $22,487,193 in personal services matching, and $25,098,935 in operating expenses.

Appropriates additional funds for federal grants ($31,379,386), state grants ($4,000), general grants ($24,763,381), and hunger coalition grants ($995,113).

Permits the Chief Fiscal Officer to approve up to $3,640,650 in State General Revenue transfers from the Department of Workforce Services to support TANF programs and allows exemptions from temporary help limits during state or federal disaster declarations.
