Establishes a maximum of 82 regular employees for the Arkansas Public Employees Retirement System for fiscal year 2017-2018, with positions ranging from Director ($178,325) to Administrative Specialist II positions.

Authorizes up to 6 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $142,050,285 from the Arkansas Public Employees' Retirement System Fund for operating expenses, including $3,488,918 in regular salaries, $40,000,000 in non-employee benefits, and $85,000,000 in refunds/reimbursements.

Appropriates $650,000,000 in cash funds for direct benefit payments to public employees retirement beneficiaries for the fiscal year ending June 30, 2018.

Appropriates funds for State Police Retirement ($35,343,560 operations plus $35,000,000 benefits), Judicial Retirement ($10,663,389 operations plus $21,000,000 benefits), and a $21,000,000 COMPASS Pension Administration System project.
