Establishes a maximum of 291 regular employees for the Department of Human Services - Division of Aging and Adult Services for fiscal year 2017-2018, with positions ranging from General Physician (Grade N916) to Administrative Specialist II (Grade C109).

Authorizes up to 18 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $52,106,718 for personal services and operating expenses, including $11,978,657 for regular salaries, $4,341,585 for personal services matching, and funding for nursing home care alternatives ($4,807,525), nutrition programs ($11,630,080), and senior citizen centers ($5,000,000).

Appropriates $2,400,000 from the Aging and Adult Services Fund Account for Meals on Wheels Program and transportation services for the elderly.

Appropriates $70,000 from the Aging and Adult Services Fund Account for matching funds for the Arkansas Senior Olympics Program on a two-to-one state/local matching basis.
