Establishes 60 maximum regular employees for the Department of Human Services Division of County Operations - Medicaid Expansion Program, including 1 program manager, 7 supervisors, 44 specialists, and 8 administrative assistants for fiscal year 2017-2018.

Appropriates $2,825,998 to County Operations for regular salaries ($1,763,826), personal services matching ($716,377), operating expenses ($295,795), and data processing services ($50,000).

Establishes 2 maximum regular employees for the Division of Medical Services - Medicaid Expansion Program and appropriates $114,142 for salaries, matching funds, and operating expenses.

Appropriates $97,064,222 for Medicaid Expansion Program grants, consisting of $92,510,440 for hospital and medical services and $4,553,782 for prescription drugs.

Provides transfer authority to the Department of Human Services Director to reallocate funds between hospital and medical services and prescription drugs line items with Governor approval and Legislative Council or Joint Budget Committee oversight, effective July 1, 2017 through June 30, 2018.
