Establishes maximum of 4,712 regular employees for Arkansas State Highway and Transportation Department with salary ranges from $30,940 (Salary Level I) to $208,583 (Director of Highways & Transportation) for fiscal year 2017-2018.

Appropriates $1,613,300,000 for operations including $192,000,000 for regular salaries, $66,000,000 for personal services matching, $10,000,000 for overtime, $275,000,000 for operating expenses, $900,000,000 for capital outlay, and $95,000,000 for debt service.

Appropriates additional funds: $34,000,000 for State Aid Roads, $34,000,000 for State Aid Streets, $5,000,000 for Arkansas Public Transit Trust Fund, $650,000,000 for four-lane highway construction bonds, $5,000,000 for road/bridge repair and truck safety programs, $300,000,000 for retirement system, and $350,000 for public transportation programs.

Authorizes transfer of overtime funds to regular salaries line item at Highway Commission discretion and permits transfers between appropriation sub-items upon legislative review.

Effective July 1, 2017 with emergency clause declaring immediate effectiveness essential to department operations.
