Requires the Department of Human Services to analyze and reprioritize spending within the department and Arkansas Medicaid Program to eliminate the waiting list for the Alternative Community Services Waiver Program (Developmental Disabilities Waiver)

Mandates full funding of home- and community-based services for individuals with developmental disabilities currently on the waiting list, which has approximately 3,000 individuals who have waited up to 10 years for services

Establishes a deadline of three years after the effective date of the section to achieve elimination of the waiting list, unless the department determines adequate providers do not exist within the state

Cites that Arkansas has spent $3.166 billion in federal funds for the Private Option and will spend approximately $656 million in state funds over five years for the Arkansas Works Program, as justification for redirecting funds toward developmental disability services
