Establishes two programs for students with intellectual disabilities: the Building Better Futures Program and the Building Better Futures High School Program, allowing them to broaden career opportunities through education and job training in inclusive settings.

Requires students to be Arkansas residents (12 months prior), U.S. citizens or lawful permanent residents, under 22 years old (for high school program), and diagnosed with an intellectual disability as defined by the DSM-5.

For public high school students, requires parents to notify the student's individualized education program (IEP) committee at least one calendar year before application deadline, with the committee determining appropriateness within 60 days.

Programs must be offered by accredited nonprofit or public institutions approved as comprehensive transition and postsecondary programs by the U.S. Department of Education within three years of establishment.

Public high schools must provide transportation to the nearest approved program within 50 miles, continue daily living skills instruction, and are not liable for program unavailability or student dismissal; tuition charges must be proportionate to participation and not exceed rates for other community students.
