Establishes maximum of 600 regular employees for the State Military Department for fiscal year 2017-2018, with positions ranging from Adjutant General ($173,783) to various support staff at lower pay grades.

Authorizes 133 temporary or part-time "Extra Help" employees at rates not to exceed the Uniform Classification and Compensation Act, with restrictions limiting extra help employees to 85% of comparable position salary and 1,800 hours per fiscal year.

Appropriates $7,606,605 from State Military Department Fund Account for general operations including regular salaries ($2,782,887), personal services matching ($1,035,518), and maintenance and operations ($3,500,000).

Appropriates additional funding for Youth Challenge Program ($3,200,000), Civilian Student Training Program ($3,660,495), Military Call-Up and Court Martial ($2,560,000), Fort Chaffee ($20,145,181), Federal Training Site ($15,583,071), and Federal Training Site Grant ($43,028,044), totaling approximately $89.8 million across all appropriations.

Effective July 1, 2017 with emergency clause to ensure continuity of military department operations and funding; complies with state procurement and fiscal control laws.
