Amends Arkansas Code § 8-7-907(i)(1) to clarify reference language regarding payments for corrective action under the Arkansas Department of Environmental Quality

Allows an owner or operator eligible for payment for corrective action from a qualified storage tank to transfer that eligibility to a subsequent owner or operator if the department determines financial and legal capacity exists and the subsequent party agrees in writing to assume responsibility

Establishes legislative intent that the act does not expressly or impliedly repeal acts from the 91st General Assembly regular session

Provides that in case of conflict between this act and 91st General Assembly acts, the 91st Assembly act shall be treated as subsequent and given full force and effect

Declares that the bill makes only technical, not substantive, changes to the Arkansas Code of 1987
