Amends Arkansas Code § 13-5-1004(a) to modify procedures for museums obtaining ownership of abandoned loans

Museums may obtain ownership of a loan if the loan agreement has expired or if both conditions are met: the loan has been in the museum's custody for more than 10 years and the loan agreement does not provide for a longer term or another disposition

Establishes that this act does not expressly or impliedly repeal any act passed during the 91st General Assembly regular session

Provides that in case of conflict between this act and other 91st General Assembly acts, the other acts shall be treated as subsequent and given full force and effect

Specifies that this act makes only technical, not substantive, changes to the Arkansas Code of 1987
