Repeals an unused definition of "state agency" in Arkansas Code § 24-1-202(9) that referred to the Arkansas Public Employees' Retirement System.

Makes stylistic and clarifying amendments to Arkansas Code § 24-7-601 regarding credited service in the Arkansas Teacher Retirement System, replacing generic references to "the system" with specific references to "the Arkansas Teacher Retirement System" throughout the section.

Amends Arkansas Code § 24-8-219(a) and (b) to clarify that surviving unremarried spouses of judges who served on the Supreme Court, Court of Appeals, or circuit/chancery courts for eight years or longer are eligible for survivors' benefits under the Arkansas Judicial Retirement System.

Specifies that the act makes only technical, not substantive, changes to the Arkansas Code of 1987 and shall not repeal other acts from the 91st General Assembly regular session.
