Repeals Arkansas Code § 22-4-408 and reenacts Acts 1997, No. 208, § 1 as uncodified language to eliminate duplicate statutory language in the Arkansas Code.

Establishes legislative intent that the General Assembly acknowledges many laws relating to individuals with disabilities are antiquated, functionally outmoded, derogatory, ambiguous, or inconsistent with recent law, and clarifies relevant chapters of Titles 1, 6, 9, 13, 14, 16, 17, 20, 22, 23, and 27 of the Arkansas Code.

Provides that this act shall not expressly or impliedly repeal any act passed during the regular session of the 91st General Assembly.

Specifies that acts from the 91st General Assembly regular session shall be treated as subsequent acts in case of conflicts, and Section 1-2-107 shall not apply.

Requires that this act make only technical, not substantive, changes to the Arkansas Code of 1987.
