Quorum court may permit county purchases from quorum court members, county officers, or county employees only upon two-thirds vote and when determined to be in the county's best interest due to unusual circumstances.

Ordinance permitting such purchases must specifically define the unusual circumstances and limitations of authority for the purchases.

Quorum court members with any interest in the goods, services, commodities, or real property being considered are prohibited from voting on approval of the ordinance.

County judge must file an affidavit with the county clerk together with vouchers and supporting documents certifying that each disbursement complies with the ordinance provisions.
