Adds definition of "retired law enforcement officer" as a person who retired as a certified law enforcement officer from a local or state agency with at least 10 years of experience.

Exempts retired law enforcement officers from concealed handgun licensing requirements if permitted to carry under § 12-15-202(b), which requires good standing retirement, current photographic ID, annual firearms qualification at officer's expense, and 10+ aggregate years of service.

Exempts auxiliary law enforcement officers certified by the Arkansas Commission on Law Enforcement Standards and Training from licensing requirements if approved by county sheriff and authorized in writing by the chief of police or county sheriff.

Requires auxiliary law enforcement officers to complete minimum 100 hours of commission-approved training including firearms qualification equivalent to full-time officers before bearing arms.

Establishes that auxiliary law enforcement officers are not required to requalify for firearms beyond full-time officer standards while actively appointed, and allows retired auxiliary officers to carry concealed handguns under the same conditions as retired regular law enforcement officers.
